This document sets out the working guidelines (Part A) and the terms and conditions of engagement (Part B) for registered medical practitioners ("Doctors") who provide consultations and related services to patients through the DoxOnCall online platform, operated by IE HEALTHNOW LIMITED (company registered in Ireland, CRO No. 805729) ("the Company").
Read alongside professional guidance. These guidelines complement — and never override — the Irish Medical Council (IMC) Guide to Professional Conduct and Ethics for Registered Medical Practitioners, IMC telemedicine guidance, HPRA prescribing rules, and any applicable HSE/ICGP guidance. Where this document and IMC guidance differ, IMC guidance prevails.

Doctors are encouraged to take their own advice before accepting these terms. By applying to join the panel, or by providing services through the platform, you confirm that you have read, understood, and agree to be bound by these terms.

Part A — Working Guidelines
How we expect doctors to deliver safe, high-quality remote care through DoxOnCall.
- Maintain current registration with the Irish Medical Council in good standing for the entire period you provide services.
- Practise only within the limits of your competence, scope, and experience.
- Comply at all times with the IMC Guide to Professional Conduct and Ethics and IMC telemedicine guidance.
- Hold and maintain adequate clinical indemnity appropriate to remote/telemedicine practice in Ireland (see B6).
- Notify the Company immediately of any change to your registration status, any condition, undertaking, or restriction on your practice, or any fitness-to-practise matter, complaint, or claim.
- Verify the patient's identity. For consultations on behalf of a child or dependant, confirm the relationship and that the requesting adult has authority to consent.
- Take an adequate, focused history and assess whether the patient's needs can be safely met remotely.
- Obtain and record informed consent for the consultation and for any treatment, prescription, or document issued.
- Provide clear safety-netting advice — what the patient should do if symptoms persist, worsen, or change — and record the advice given.
- If remote care is not clinically appropriate or safe, advise the patient to seek in-person care (GP, out-of-hours service, or Emergency Department) and decline to proceed where proceeding would be unsafe.
The platform is not an emergency service. If at any point a patient presents red-flag or emergency symptoms, advise them to call 999 or 112 immediately or attend the nearest Emergency Department, and clearly document the advice given. Do not attempt to manage emergencies remotely.
Remain alert to red flags appropriate to the presentation (e.g. chest pain, breathing difficulty, neurological symptoms, sepsis, suicidal ideation, safeguarding concerns) and escalate appropriately.
Prescribe only where it is clinically appropriate following an adequate assessment, and strictly within IMC and HPRA rules and any prescribing restrictions set by the Company.
- Do not prescribe controlled drugs, opioids, sedatives, benzodiazepines, or other high-risk or addiction-liable medicines remotely, save in exceptional and clearly justified circumstances permitted by guidance.
- Do not prescribe where you cannot adequately verify identity, history, or clinical need.
- Follow antimicrobial stewardship principles for antibiotics.
- Issue prescriptions to the patient's nominated pharmacy via secure Healthmail in line with platform process; do not route prescriptions outside the approved process.
- Apply additional care to repeat prescriptions, the emergency contraceptive pill, and any service-specific rules.
Clinical prescribing guidelines. You must prescribe in accordance with the Company’s clinical prescribing guidelines, which form part of these Terms and are updated from time to time. Before prescribing in these areas you must read and follow the applicable guideline:
Controlled drugs (Schedule 4). Where a Schedule 4 controlled drug is clinically justified and permitted by the applicable guideline, it must be prescribed only through the platform’s controlled-drug workflow: never at a first consultation; a small quantity only, with the total quantity stated in words and figures; no repeat; a shortened (28-day) validity; the patient’s address recorded; and the patient’s GP informed. Requests by name, or any sign of misuse, dependence or diversion, must be declined and documented. You must not prescribe any Schedule 2 or Schedule 3 controlled drug, opioid, or ADHD stimulant on the platform.
Medical certificates and letters are formal professional documents. Issue only what you can clinically justify, and author the clinical content yourself.
- Sick notes / fit-to-work statements: based on your assessment; back-date only where clinically justified.
- Fitness-to-travel certificates: high-liability — provide your honest clinical opinion only; make no guarantees of fitness beyond that opinion.
- Attendance certificates: factual confirmation that a consultation took place; do not include diagnoses or claims you cannot support.
- Referral letters: issue only where clinically indicated.
- Sign documents in your own name with your IMC number. Documents issued through the platform are auditable and independently verifiable.
- Keep accurate, legible, contemporaneous records of every consultation through the platform, including history, assessment, advice, consent, and any prescription or document issued.
- Treat all records as confidential patient data and handle them in line with Part B5 (Data Protection) and the Company's policies.
- Keep your availability and rota accurate, and honour the consultations you accept.
- Respond to assigned consultations within the expected timeframes communicated by the Company, and manage missed appointments per policy.
- Where a colleague is better placed to help a patient, use the dashboard hand-over / take-over tools appropriately and safely.
- Conduct video and phone consultations from a private, quiet, and secure environment that protects patient confidentiality.
- Communicate professionally, courteously, and without discrimination at all times.
- Use the dashboard, patient data, and platform tools only for authorised purposes connected with providing care.
- Keep your login credentials secure and confidential; never share access.
- Report incidents, complaints, safeguarding concerns, and technical issues to the Company promptly.
Part B — Terms & Conditions
The contractual basis on which you provide services to the Company.
- These terms are between IE HEALTHNOW LIMITED (CRO No. 805729), operator of the DoxOnCall platform ("the Company"), and you, the Doctor.
- You provide services as a self-employed independent contractor. Nothing in these terms creates a contract of employment, partnership, joint venture, or agency between you and the Company.
- You are solely responsible for your own income tax, USC, PRSI, and all other taxes and statutory obligations arising from your fees, and you will account to the Revenue Commissioners accordingly.
- You provide the services personally and may not sub-contract or delegate them without the Company's prior written consent.
To join and remain on the panel you must, at all times:
- Hold current IMC registration in good standing;
- Be legally entitled to work in Ireland (Irish/EU/UK citizen, or hold valid Stamp 4 or an appropriate employment permit);
- Hold and maintain adequate clinical indemnity (see B6);
- Provide accurate and complete information during onboarding, and any references, qualifications, or vetting the Company reasonably requires;
- Notify the Company promptly of any change to the above.
- Comply with the Working Guidelines in Part A, with IMC standards, and with all applicable laws and regulations.
- Provide the services with the reasonable skill, care, and diligence expected of a competent registered medical practitioner.
- Maintain your registration, indemnity, and continuing professional development.
- Act at all times in the best interests of patient safety.
- The Company will pay you a fee for each completed consultation at the rate communicated to you by the Company's support / onboarding team, as may be updated from time to time on reasonable notice.
- Fees are paid monthly in arrears, on or about the 15th of each month, subject to you providing any invoice and payment details the Company reasonably requires.
- Fees are inclusive of all taxes for which you are responsible; you are responsible for your own tax affairs as set out in B1.
- Both parties will comply with the General Data Protection Regulation (GDPR) and the Data Protection Act 2018.
- You will process patient personal data and special-category (health) data only for the purpose of providing care through the platform, in accordance with the Company's instructions and policies.
- You will report any actual or suspected personal-data breach to the Company without undue delay and in any event within 24 hours of becoming aware of it.
- You will keep confidential, during and after the engagement, all patient data and all confidential or commercial information of the Company.
- You retain full clinical responsibility and professional accountability for your own clinical decisions, prescriptions, and documents, and remain personally accountable to the IMC.
- You must hold and maintain, at your own cost, adequate clinical indemnity (for example with Medical Protection Society (MPS), Medisec, the Medical Defence Union (MDU), or an equivalent provider) covering remote/telemedicine practice in Ireland, and provide evidence of cover on request.
- You will indemnify the Company against losses, claims, and liabilities arising from your breach of these terms, your negligence, or your professional misconduct.
- Cooperate fully and promptly with the Company's complaints, incident, and clinical-governance processes.
- Notify the Company promptly of any complaint, claim, adverse incident, or fitness-to-practise matter relating to your services.
- Cooperate with any IMC or other regulatory inquiry, and provide records reasonably required for governance, audit, or legal purposes.
- The DoxOnCall name, branding, platform, and materials remain the property of the Company; you may use them only as authorised and only while providing services.
- During the engagement and for 6 months afterwards, you will not solicit or entice away the Company's patients or staff, or divert platform business, for your own benefit or that of a competitor.
- Either party may end the engagement by giving 30 days' written notice to the other.
- The Company may terminate immediately and without notice if you: lose or have restrictions placed on your IMC registration or indemnity; become subject to a fitness-to-practise sanction; materially breach these terms; or act in any way that, in the Company's reasonable opinion, risks patient safety or the Company's reputation.
- On termination you will stop using the platform, complete any in-progress documentation, and return or securely delete Company and patient data in your possession (save where you are required by law or professional duty to retain records).
- Nothing in these terms limits or excludes any liability that cannot be limited or excluded by law, including liability for death or personal injury caused by negligence, or for fraud.
- Nothing in these terms limits your personal clinical or professional liability to patients or to the IMC.
- These terms are governed by the laws of Ireland, and the courts of Ireland have exclusive jurisdiction over any dispute.
- The Company may update these terms from time to time on reasonable notice; your continued provision of services after a change constitutes acceptance of the updated terms.
- These terms (together with any onboarding documents and policies referred to in them) form the entire agreement between the parties. If any provision is held unenforceable, the remainder continues in force. No failure to enforce a term is a waiver of it.
